So by matching extended flaps to the fully down aileron, what percentage of flaps is that giving for takeoff?

Its considered half flaps. Check the service manual for the actual degree value. You can only get close anyway since the flap actuation and stop has some slop.

I believe the total flap travel is 43 and some fraction degrees so the half flap position should be approximately half that or about 21 degrees
